Oleksandr Yu. Chebanov

 

I was born at Melitopol, Ukraine, on January 8th, 1958. Later my family moved at Kharkiv, Ukraine. In 1975 I entered the Hydrological Faculty, Hydrometeorological Institute, Odessa, were I had special training in Land Hydrology. I graduated from the Institute as Engineer-Hydrologist in 1980.

Since September 1980 I joined the staff of Laboratory on Underflooding Protection, Ukrainian Research and Design Institute of Municipal Economy (UkrComunNDIProject, Kharkiv) were I was engaged in the study of urban surface runoff production processes as a cause of intensifying groundwater influx and underflooding progress by the methods of mathematical modeling under the guidance of Dr. Rostislav A. Galich (now a member of the Ukrainian Building Academy). The purpose of my research was to develop some methodical aspects concerning problems of underflooding for the Construction Standards of the former USSR. Since 1990 I was deputy Head of this Laboratory.

During 1984-1988 I attended 4-year external post-graduate course (=PhD course) at the Hydrometeorological Institute, Odessa. The supervisor of my studies was Professor Anatoly N. Befani, DSc (Technol.). Between 1985-1988 I carried out a series of experiments on the small urban watershed in the city of Kharkiv. On the base of gained data I propose some empirical models of mechanisms of urban flow formation in my dissertation. In 1989 I submitted my dissertation and obtained science degree of Cand.Sci. in Geography (= PhD).

Since September 1991 I joined the staff of Kharkiv Hydroecological Department, the International Fuel & Power Association Environmental Center (Moscow, Russia) as a Leading Research Scientist where I took part in environmental impact assessment of Russian thermal and nuclear power plants, and Ukrainian water-supply and irrigation industry.

From July 1993 till December 1994 I was in the staff of Ukrainian Scientific Center of Water Environmental Protection (UkrNCOV, now UkrNIIEP, Kharkiv) as a Senior Research Scientist in the Laboratory of Aquatic Ecological Problems, where my activity was connected with the joint Ukrainian-Canadian Program of Environmental Restoration of the Dnieper Basin, and Drinking Water Quality Improvement on Its Territory and supervise separate project in the framework of the Program. This project concerned with various non-point and point sources of pollution and their impact on water quality in the Dnieper river basin.

During 1994-1997 I passed 3-year postdoctoral course (DSc program) at the Hydrometeorological Institute, Odessa, under the advising of Professor Evgen D. Gopchenko and Professor Oleksandr G. Ivanenko. My DSc dissertation dedicated to developing a new class of simulation models of surface runoff formation processes, including solution of some theoretical problems.

Now I work on completing my DSc dissertation (completeness level is ca. 75%) and my monograph on this topic.

Since November 1997 I work as Head of the Land Protectional Engineering and Hydrogeological Laboratory, the Ukrainian Research and Design Institute of Water-Supply, Sewerage, Drainage and Environmental Protection "DNDI UkrVodGeo", Kharkiv. The objects of my research in this laboratory are to investigate of subsoil and groundwater levels raise processes in urban settlements, underflooding progress as a result of irrational water-supply and water resources management, search for paths to solve these problems on the Governmental and regional levels.

I have taken part in numerous conferences and symposia in former the Soviet Union, Ukraine and abroad. Among them the most significant were the following: Application of Mathematical Methods and Computer Technologies in Geochemistry and Environmental Protection (September 22-25th, 1998, Kyiv, Ukraine), Environmental Market of the Eastern Europe (March 4th, 1999, TerraTec Fair, Leipzig, Germany), American Water Works Association Annual Conference and Exhibition (July, 22-24th, Chicago, USA), Using Tranchless Technologies for Water-Supply and Sewage Networks Rehabilitation (September 23-24th, 1999, Sumy, Ukraine). I was one of the organizers and the Responsible Secretary of the Conference "Urgent Problems of Prevention of Underflooding at the Cities and Urban Settlements of Ukraine" (October 14-16th, 1998, Kharkiv, Ukraine).

I have participated in the Special American Business Internship Training Program "Environmental Technologies: Water Systems Management", June July 1999. This program was sponsored by the US Department of Commerce, the Environmental Protection Agency and some US companies. I have been one of a group of 17 water management specialists from Ukraine. The purpose of the program was to facilitate the evaluation, remediation, and monitoring of environmental problems in Ukraine while promoting US-Ukrainian trade in the environmental technologies sector. Our group visited a lot of agencies, research centers, environmental, sanitary and water works companies, water treatment plants in and at the environs of Washington, DC, Baltimore, ML, Hampton, VA, Chicago, Springfield, IL, Milwaukee, WI, Seattle, WA. We have obtained substantial knowledge and up-to-date information about American experience in the water resources management.

I am one of 30 foundators and a full Member of the All-Ukrainian Association of Water Treatment Equipment and Drinking Water Producers. I am an International Active Member of American Water Works Association (AWWA #433616).

I have 25 published works including in English.

I am married for twenty years. My wife is a hydrometeorological engineer. We have two children-schoolfellows: a daughter (16) and a son (15).
